Summary of how avian influenza was addressed by the major international conventions in 2008
Since the major international conventions last addressed avian influenza at their conferences in 2005, there have been many developments and extensive geographical spread of the virus across Asia, Europe and Africa. The dynamic and high profile nature of this issue ensured that the subject was again high on the agenda at the next round of convention meetings in 2008. The Scientific Task Force on Avian Influenza and Wild Birds was instrumental in drafting a number of Resolutions, which were adopted by the Contracting Parties to each convention:
  1. AEWA Resolution 4.15: Responding to the spread of highly pathogenic avian influenza H5N1
    This Resolution urged Contracting Parties to use and further disseminate the ‘Lessons Learned’ guidance compiled by the Task Force.

  2. Ramsar Resolution X.21: Guidance on responding to the continued spread of highly pathogenic avian influenza
    This resolution called on Contracting Parties to adopt non-lethal responses to HPAI in wild birds; provided a number of guidance materials, including guidelines for reducing avian influenza risks at Ramsar sites and other wetlands of importance to waterbirds; and provided a guide to existing guidance available for different aspects of disease prevention and control, including substantial guidance for wetland managers.

  3. CMS Resolution 9.08: Responding to the challenge of emerging and re-emerging diseases in migratory species including highly pathogenic avian influenza H5N1
    This resolution called on Contracting Parties to address the broader issues of wildlife disease and called for the creation of a UN-funded Scientific Task Force on Wildlife Disease (based on the success of the Avian Influenza Task Force).
